SOFWERX, in concert with the USSOCOM PEO-C4 Military Information Support Operations (MISO), is interested in an offline translation tool capable of performing near real-time translations to the English language.

The purpose of the event is to identify offline translation devices or Android-based applications that are available and/or can be readily available to provide near real-time translation of incoming audio to English audio and text. The desired end state is a tool that provides a standalone, offline, non-cloud-based capability.

Why You Should Participate
USSOCOM seeks to enter into non-FAR based agreements with industry partners whose solutions are favorably evaluated by USSOCOM MISO subject matter experts. As such, this event is considered competitive in the same manner as a Broad Agency Announcement (BAA) or Commercial Solutions Opening (CSO), and solutions will be evaluated independently of one another primarily for technical merit. This serves dually as notification of the intent to research the feasibility of an agreement under 10 U. S. Code, Section 2371b and/or Section 2371b(f), and as notice of pre-solicitation activities IAW FAR 5.204.

Event Overview
COMPLETED Phase I: 11 June 2019 – SOFWERX will conduct a Capability Collaboration Event (CCE) focused on offline language translation tool capabilities. During this event, Warfighters will interact and inform Industry, Academia, and Laboratory partners to further communicate operational needs and/or desirements within the MISO mission(s). Participation in the event is not mandatory, however, it is designed to provide insights to ensure potential offerors understand the problem set(s) fully and to increase the likelihood of matching their technologies with Warfighter needs. If you do not wish to participate in the Capability Collaboration event, you are free to submit your technology for review in the Capability Assessment Event (CAE). The Capability Collaboration Event (CCE) will be conducted at SOFWERX, in Tampa, Florida. 

COMPLETED Phase II: 13-28 June – Interested respondents who can potentially provide solutions that meet the MISO needs must submit information requested in the White Paper format, located below. The deadline to submit is 28 June 2019 at 11:59 PM EST. The USSOCOM MISO SMEs will subsequently select those respondents/submissions they feel have the highest potential to provide comprehensive, cost-effective solutions that meet their needs. To submit and be considered for Phase III attendance, please follow the submission instructions near the bottom of this website. Favorably evaluated submissions will receive an invitation on or about 12 July.

COMPLETED Phase III: 06-08 August – During the CAE, invited participants will be allotted a one-on-one session with the USSOCOM MISO evaluation panel to demonstrate their solutions. The forum will include a Q&A portion, and discussions may continue outside of the event. Solution brief evaluation criteria will be outlined in the event invitation. If the USSOCOM evaluation panel favorably evaluates a solution brief, negotiations for Phase IV may immediately begin. Selectees may also be afforded the opportunity to showcase their capabilities in an open, expositional forum for other Government partners that may be interested in their capability.

Phase IV: Successfully negotiated awards may fall under any combination of these categories:
– Other Transaction Agreements under 10 U.S. Code, Section 2371 or 2371b* (prototyping/production follow-on)
– Procurement contract for experimental purposes 10 U. S. Code, Section 2373
– Business to business research and development agreement as a sub-award (15 U.S. Code, Section 3715)
– Cooperative Research and Development Agreement (15 U.S. Code, Section 3710a)

*An award under 10 U. S. Code, Section 2371b may result in the further award of a follow-on production agreement without additional competition based on successful prototype completion. The Government may make this follow-on production award even if all successful prototype criteria are not fully met during the prototype project.
